Updates from the Chair of the Ornamental Fish Management Implementation Group on the review of grey-list species

18 November 2008

In 2006 the national strategy, A Strategic Approach to the Management of Ornamental Fish in Australia, was approved by the Australian, state and territory governments through the Natural Resource Management Ministerial Council (NRMMC). It contains a list of noxious ornamental aquarium fish species that the states and territories have agreed to control through legislation.

Where there was not unanimous agreement on the noxious status of an ornamental fish species, it was added to a list to be reviewed to determine whether it presented a high risk to the Australian environment if released either deliberately or accidentally. The national strategy states that these species require further technical consideration and risk assessment. This list is commonly called the ‘grey list’.

Scientists and industry representatives from around Australia, recently reviewed a range of ornamental fish species on the grey list and considered their risk of establishing in the wild and their potential environmental impact. The review covered approximately 140 of the 780 species currently on the grey list. The review process identified species that were considered high and low risk and species that were of direct importance to the aquarium trade and hobby sector. The results of the review were considered by the Ornamental Fish Management Implementation Group (OFMIG) on 7 November 2008. The recommendations of that meeting were:

high risk species unlikely to be of direct importance to the trade and hobby sectors (as identified by representatives of industry and hobby groups) will be released for public comment before states and territories proceed to list them as noxious

high risk species identified as being of importance to the trade and hobby sectors will be subject to stakeholder consultation to discuss management options

a stakeholder workshop will be run in 2009 to consult with stakeholders.
The recommendations from OFMIG will be considered by the NRM Marine and Coastal Committee (MACC) prior to implementation. The decision to list grey-listed species as noxious is the responsibility of the Natural Resource Management Ministerial Council, which is representative of all governments in Australia. Control through legislation will then be taken up by the states and territories.

You should be aware that species not listed on the national live import list are prohibited imports. People importing and keeping them may need to demonstrate lawful import. For a copy of the live import list please see the following website: http://www.environme...import-list.pdf
Further information and a copy of A Strategic Approach to the Management of Ornamental Fish in Australia can be obtained at the following website: http://www.daff.gov....ment/ornamental

Yours sincerely

Will Zacharin
Chair
Ornamental Fish Management Implementation Group

The area in bold is what still concerns me. I read it as "if you can't prove the import history of the fish then they can get confiscated". The list is still seriously outdated.

It's the same type of wording they had before, "prove the import history" typical fat cat public servants who's lost touch with the public opinion and of course who doesnt want to stick their neck out in case of a fall out.

Received this today. Doesn't say much more than what has already been said which is everything is still one big "grey area".

That's Queensland for you, lol. They got all these noxious stuff to help the environment such as cane toads, and realised they buggered up their state and perhaps the whole country and now they want to ban everything "just in case" lol

They've banned koi, rabbits, squirrels, monkeys, hamsters, gerbils and others which I believe should be banned. If marines aint a multimillion industry over there they would probably ban marines as well. Then again Cairns would be in some trouble if they did that.

A pictorial of fish planned to be added to the Noxious List this year (QLD). Not sure if WA have such an informative website.

http://www.dpi.qld.g...27_ENA_HTML.htm

Giant Cichlid (Emperor - Boulengerochromis microlepis) is on there.

to show you how much research the tax payers of QLD are paying for... this is what is said of the feeding habits of the emperor cichlid:
adults feed predominately on fish, such as herring and sprat.
now correct me if I am wrong... herring and sprat are marine fish, not from the lake??? well, there you go..... if the emperor cichlid gets into our ocean, then we are done for....

oh, and this one too:
Giant cichlid (emperor) are not known to be in Australia......

cant argue with their research can we huh???

I received an email the other day with an update:

QUOTE
Dear All, I recently received a reply to a letter I sent to Minister Tony Burke with regards to where we all stand with regards to all grey-listed fish species in which we all trade, and I produce an exerpt of his comments here for you all so that when or if people ask you, you can be better informed on where they stand at present and you can stop any misconceptions out there in the general public. They are as follows: Thank you for your correspondence of 15.6.09 about the current status review of ornamental fish. The Minister has asked me to reply on his behalf.

The Bureau of Rural Sciences was contracted by OFMIG to develop a rapid risk assessment method as one step towards determining the status of grey listed species. BRS has assessed 447 grey listed species and is in the process of finalizing a report for the consideration of OFMIG. The results, in conjunction with consultation with Industry and Hobby sectors will be used by OFMIG to determine recommendations of low and high risk species, LATER in 2009, end quote.

OFMIG will make recommendations to the NRM Marine and Coastal Committee (MACC) about which of the 447 assessed grey listed species are considered high risk. OFMIG will then make a recommendation to the Natural Resource Management Ministerial Council about the fish species that should be considered for listing as “NOXIOUS”, end quote.

AT THIS STAGE OFMIG HAS NOT MADE ANY recommendations to MACC regarding the species to be listed as low or high risk. When the decision has been made, the information will be made available through the appropriate channels. OFMIG is committed to working with Industry and the Community to resolve this complex legislative and environmental issue end quote.

So, from that mentioned above by the Minister’s department that controls OFMIG it does appear that nothing will happen until we (Industry and Hobby sectors) again meet with OFMIG to determine what will happen about the 447 species already put through the Rapid Risk Assessment method, and you can be assured that we will be well informed in advance of this meeting of their outcomes so that we can be prepared for the meeting and to discuss the species concerned.

Hopefully there will not be too many species that we will need to fight for, but fight we will if need be. I will keep you informed when we know what we will be facing, just in case we need another round of emails, faxes, telephone calls etc to prevent them from declaring species we require to become NOXIOUS

Regards

Received this email today:

QUOTE
Dear All, On 1/7/10 the second meeting of the NSW Ornamental Fish Reference Group was convened and the following matters were discussed with the trade and hobby group members present.

Tranche 1 noxious fish species were adopted and added to the NSW Noxious fish list and the 6 months amnesty period for these ends on 1/10/10, whereby any of those species held in captivity would be confiscated and fines applied to those people or businesses holding them. This should not pose any problems to our Industry.

Tranche 2 list of noxious fish was agreed by all present, and have been adopted by NSW Fisheries and these should be included in the regulations sometime in the New Year. Again, none of these fish will be affecting members of the Industry.

Tranche 3 list of Noxious fish is currently being circulated for consultation with Industry/Hobby during 2010 by OFMIG and the TWG. All the species that are shown in Lavender colour are the ones that will be declared as Noxious, the other ones coloured blue and yellow have been put onto the back-burner for discussion at a later date. This list is hereby attached as an attachment. If you have any concerns about any species contained therein, they should be sent to OFMIG via their secretariat at Heidi.Alleway@sa.gov.au and Mehdi.Doroudi@sa.gov.au and especially alex-mcnee @grapvine.com.au as Alex is on the TWG.

The NSW Fisheries discussed with us the numerous brochures and pamphlets that will be distributed to “general public” through retail shops especially and if anyone wishes to get these documents they should contact their local fisheries agency.

Cultural Released fish species eg, Goldfish, Flower Horns etc were discussed, and the Fisheries people were not amused by such instances, as these fish could cause problems to the environments where they are released. OFMIG will need to look into this aspect when they next meet, as well as State Fisheries Departments will need to look into ways of preventing such releases.

We advised Fisheries of the existence of some of the species listed in NSW Fisheries pamphlets, as we are the State where the majority of these species would be kept by aquarists, that are listed on their current noxious fish brochure. We also advised that some of these species may die out if no trading in them were to occur, similar in all respects to what happened with Tilapia mariae, eg, Oreochromis mossambicus, Boulegerochromis microlepis, etc.

NSW is well represented on the Control Options Working Group, which will meet from time to time to discuss methods or options to control various noxious and non-noxious species. Our State representative is Anthony Ramsey. I am hopeful that no option will be employed until full and frank discussions have taken place with all members of the aquarium industry. Only time will tell I suppose.

NSW Fisheries stated to us that they retain the “right not to accept” a national directive when it comes to ornamental finfish, which was quite acceptable to us in the State of NSW.

I advised the NSW Fisheries that a number of fish were removed from Tranche 1 due to their importance to the Hobby and Industry, namely Chitala blanci, Chitala ornata, Perrunichthys perruno, Leiarius spp, and Arapaima gigas, and these were agreed upon to be removed and they were to be sent back to OFMIG/TWG for further inclusion on to the list of species to be discussed at a later date. However, as of 1/6/10 when the TWG met for their second time, these species did not appear on either the Blue or yellow lists. However, I was assured that TWG would be including them at some later date on these lists, and I for one will certainly follow up on TWG to ensure they are included.

NSW Fisheries also advised that A. spatula (the Alligator Garfish) is another one that was sent back to OFMIG/TWG for further consideration, and this species did not appear on the TWG lists after 1/6/10 meeting in Adelaide, but I will follow up and ensure this one does appear on TWG listings for future consideration..

The last point I raised with them was the fact that some time ago there was an Exhibitors Animal Protection Act that allowed shopkeepers to keep species that may or may not be noxious in order that they are for display purposes only and not for re-sale. Jane Francis from Biosecurity was not aware of this piece of legislation and would look into it, as it may or may not be still in existence, and would advise us through email at some later time what the outcome will be.

As this was the final piece of communication, the meeting closed at 9.00pm, having start at 7.00pm.

And this as well,
As a FINAL LIST

They have almost every Crenicichla listed as "relatively easy to breed", ??????? what the hell????????

most of the Crenicichla Genus remain as the most difficult cichlids to breed in the entire world, to my knowledge there is only one record in the entire world for a person who has spawned crenicichla from the lugubris group and that was Wayne Leibel who spawned C. marmorata in the USA many years ago and he did not get any fry, there may be more new spawnings since then, but it would most certainly be a rare occurance.

The crenicichla genus compromises a very large number of species and very few species have ever been bred in captivity and there are experts all over the world trying their best for many decades!

Relatively easy to breed! my bloody backside they are!

Seeing this mistake I have little faith in these people

Cheers

ok so my thought is like a fishing licence to fish and like a reptile licence to keep and buy reptiles , why not a aquarium hobbyist licence to buy cichlids , like keeping a reptile for the first year they come to check on your reptiles just a thought...
