Ammonia nitrite and nitrate are all zero? Are you 100% sure?
My peppered corydora are happy enough, and they get fed sinking algae discs
Not sure why they are skinny. Are there other tank mates?

Feed them up And keep up regular water changes then they should come good.

um. i dont think a tank thats had fish in it for 3-4 weeks can have 0 on all readings id re test it all, wash your vials out with tank water before you test each element

shake the hell out of the test bottles for nitrate ammonia and nitrite im talking shake it around like a crackhead tambourine player for 3 minutes

unless your fish dont poo theres no way the cycle hasn't started id be looking at getting some prime doing some daily 20% wc's

surely these fish have suffered ammonia spike somewhere through the weeks burning up there gills

edit:thats what i would blame for the decline in health
