Your fish is Protomelas sp. "Steveni Taiwan" (Taiwan Reef). Taiwan Reef is a variant of "Steveni Taiwan" inwhich species like "Chimoto", "Higga Reef" etc are all geographical variants of. Your fish is the Taiwan reef variant of the "Steveni Taiwan".

When I got my Chimoto's there were a few getting around, Im not 100% on my as yet as he still hasnt developed full color.
I would say the above pic was Protomelas sp. 'steveni taiwan' from Higga Reef as Nico has stated, but in saying that, some Higga Reef specimens are fully blue with red anal fin.. Like HERE
Here's some info:

The Chimoto i got from Midland have the same body shape and same blue head as the fish above but they have more yellow rolled through the body and the anal fins are top half black and bottom half fire red. i can not take photos as i dont have a camera but i will see if i can sort something out. when they are in full spawning colour they look amazing and im assume they will only get better as the males are still only around the 7cm and not fully mature. i have kept Taiwan Reef before and the colour patterns on my chimoto are different and are different to the fish pictured above.
please note i am no expert on these fish and do not pretend to be.
