I have some fry still with egg sack attached. they are moving around by themselves (head and tails).
are they better off in a fry pen or an egg tumbler?

Usually by that stage I put them in an fry pen. The tumbler wont harm them though. Make sure you dont have bristlenoses or more mobile babies in the pen cos they can peck at their yolk sacs.
