Dwarf Lotus????

Gday guys and girls is there someone with some plant knowledge that can tell me
A) if the below is in fact a dwarf lotus ( im only guessing as it looks like a lotus but doesn't grow higher than 40mm hence the reason im going with dwarf lol and
B) if there are any tips or tricks to propagating it. Iv tried a google search but the only "dwarf" ones that come up grow 10x bigger than this guy

I think you will find that it is not a dwarf but just a tri-colour one that has got good light and does not need to grow tall.

 

All of my plants are doing that at the moment also.

Thanks for the reply. I dont think its good light though as my double 4 foot heto has been running with only 1 tube for some time now as i think the ballast has gone in the other one.
