I had an el cheapo power board fizzle and almost start a fire...
So now I only invest in quality....I use the 7 outlet office ones now, they cost around $30.00 from office works.

If the only problem with your current skimmer is micro bubbles try putting a small sponge on the outlet that flows back into the tank...
I had the same problem with my skimmer when I had marines and that fixed the problem.

I also have foam background in one of my tanks and I must say haven't had any issues, not even with algae at the moment and the set up has been going for about 12 weeks now.

If you are talking about filling the whole tube with charcoal I think a stocking would be ideal.
