Fin Damage From Bacteria?

This only appeared about a week ago, right after the new Fry Hatched. Could it have been damaged by the other fish and then Bacteria did the rest?

i didn't think too much of it at first then noticed today that the area is turning red.

The other fish are also Jack Dempseys

It's more likely bacteria or a parasite caused the redness and fin rot and now it's beginning to show the effects of the problem. Without knowing exactly what it is the best thing I can suggest is using a multi cure, malachite green and methylene blue are 2 of the main ingredients and will stain silicon.

JDs are tough fish - give it another couple of days and see if it starts healing on its own. Melafix is a good mild start in the mean time if you are concerned. Multicure can help prevent fungal infection too if you already have it handy.
