I have in the past picked up fish in Perth which was sent with Virgin and Qantas/Jetstar:
With both arilines, I had to call the Quarantine in Perth and provided the flight details (Flight number and arrival time). This then schedules the fish to be checked by quarantine and tell you what time you can pick them up.,

O, and the person picking up the fish will need to provide identification (driver license will do)

Go to the quarantine website, they will tell you everything you need to know
Copied straight from the website
What to do on arrival
By air
If in doubt about any item(s), declare them to a quarantine inspector, or deposit them in one of the bins available at the airport. Your baggage and hand luggage may be checked by inspectors with sniffer dogs for quarantine risk items as you collect it from the baggage carousel.
By road
Quarantine inspectors located at various interstate borders will conduct checks for items considered a threat to WA. Road checkpoints on the WA/South Australia border (Eucla, Eyre Hwy) and WA/Northern Territory border (Kununurra, Victoria Hwy) operate 24 hours. Commercial freight carriers are reminded to submit a Notice of Intent to Import form 24 hours prior to arrival at the checkpoints.
Desert roads are subject to random mobile inspections. Quarantine bins are located 20 kilometres east of Laverton and on the Tanami Road and Duncan Highway near Halls Creek.
By rail and by sea
All interstate freight arriving by rail and sea is assessed and checked by quarantine inspection staff. Importers and freight carriers should submit Notice of Intent Forms to declare freight items to Quarantine WA 24 hours prior to arrival in WA. Regular surveillance is carried out on the Indian Pacific train to ensure passengers are not carrying restricted items and vehicles are clean of soil and plant material.
Moving to WA and bringing personal effects
When moving personal effects into WA you should always complete an Unaccompanied Personal Effects Declaration Form in conjunction with your removals company. These forms are all available on right of this page or your removalist company may provide one for you. Ask your removals company to supply the freight container details and to lodge the form on your behalf.
Importers and travellers can expect some delays as a result of these quarantine procedures and should also be aware that inspection fees and charges may be applied.
Our Pest and Disease Information Service (PaDIS) can put you in contact with our Quarantine WA team.

They will have to book a time, i think from memory it's 15min lots and if the fish don't get here before 4 and your booking has to be before 4 also because they knock of then. Otherwise the fish have to sit over night, charge is about $65 for 15mins.

The problem is that even though the sender might get them to the airport early morning that will not mean it gets on the first flight. They will send it on the next available flight meaning they could arrive here to late because they didn't leave till afternoon.

quarantine is 8am-4pm week days only... and yes the receiver of the fish in perth needs to book a quarantine inspection with following details... flight number of the plane carrying the fish and the estimated arrival time... receivers name , address , mobile number..... best to book it for about an hour after arrival time.... receiver can book this appointment once he knows the airway number (consignment number) which will be on the paperwork the sender receives when dropping off the fish... sender notifies receiver of the airway number so receiver can track it online and see which flight it is on... sometimes the carrier of the fish will notify quarantine when it arrives in their depot and the fish will be inspected on one of the regular rounds that quarantine inspectors do... if your shipment arrives in WA before 8am and is waiting to be inspected it sometimes will be done on their first 8am round
random boxes will occasionally be opened by customs/fisheries before it gets to the carriers depot too so if its been pre opened make sure your stock is correct and as sent by the sender... although theres not much you can do if its not
flight times to WA can be viewed online... qantas freight uses qantas and sometimes jetstar.... toll uses virgin
