One of the best ways to seed a new tank is this:
Grab a standard "seeded" sponge filter from an established tank. Then "squeeze" all the crap/water etc. into the new tank. This will help provide "ready to go" bacteria in the new tank & new tank filter system/s.

Why is it not covered under warranty? If you bought it new from the LFS, and suddenly a few days/weeks later it stopped working, then it SHOULD be covered under warranty!
The only time when something electrical is not covered under warranty is when the consumer (or fish) breaks it (not a manufacturing fault). Even a $10 electrical product at K-mart has 12 months warranty.
I'm pretty sure the packaging on the Jager heater states that it has a 3 year warranty.

Hi mate
What sort of fish will the kids be keeping? I have various spare aquarium bits and pieces (rocks, limesand, small bits of wood etc.) which the kiddies can have, depending on whether they'll be keeping Mbuna, tropical community (guppies etc.).
