Hi guys iv got my first planted tank... It's a jewel rekord600 and its half way through it's cycle... Has anyone got any recommendation for clean up crew and better led lighting upgrade...

Also would 5 neons and 5 harlequin rasboras be ok plus cleanup crew?

Should be, but your better of with ten of one specie as they settle and feel much more comfortable with better survival rate.(in better numbers). As 5 x is a bit low.

10 x cardinals would be the go. Neons are a bit ordinary.

Clean up is quite limited, otocinclus to try and tackle the algae, and some corydora to clean the substrate.

Of you want something unique get some Borneo scooters, you might need to buy a chiller so they can't handle heat at all 25* C no higher or the risk of loosing them is almost certain.

Maybe some khuli loaches might work but someone else can help me there.

You could pop a couple of BN's in there, by far my favourite cleanup crew.. If it's small tetras you're after maybe the rasbora for the top of the water column and something like the sepae tetra to fill the bottom of the tank, although I really like columbian red blue tetra and serpae together :)

Borneo Scooters also need a high level of oxygenation they come from fast flowing rivers ..... it would be better advised to get the normal Siamese Algae eaters more common no real special requirements needed or just a common bristlenose
