White Spots, Doesn't Seem To Be Ich

Please fill out as much as possible below and give us a description of what is wrong with your fish.

Desert Goby
White spots after putting in different tank (Tropical Community)
2 clown Loaches, 2 yoyos, an angelfish, 2 BN, tetras (red eyes, lemon, headlight tail light, albino corydoras, golden gourami, flying fox and 2 ottos.
4.5 corner, may sound overstocked but isn't.
We feed the others flakes and algae wafers, we give her hilarious carnivore pellets and algae wafers.
Fed 1-2 times a day.
Gravel
Squid 1200, recently cleaned IN TANK WATER
Cleaned every 6 months, was a it late though.
Water changes Every Sunday
Last one was on Sunday.
7.5 PH
0 Nitrite
10-20 Nitrate
0 Ammonia
What is Phosphate?
Temp Recently been hot so at the most 28-29 at most but is set at 25 or 26
Mess Recently used blue planet flukes and tapeworm treatment and blue planet ich treatment.
Goby got put in about a week and a half ago, has had white spots for about a week. Have treated with ich treatment by blue planet with nothing happening, fish is breathing heavily but is acting normal, swimming around, eating etc, and no eating either. I've noticed she had the spots in her mouth and on on her eye as well. Just wondering what's going on as it doesn't seem to be ich, and no others have spots.
