3 t8 should be enough for your usual sword plants. Just keep the lights on for at least 8 hours a day
it is possible the sword you bought is emmersed, which means the plant was grown out of water. This causes the plant to produce a different kind of leaf. When its in water, the leaf suited for out of water growth will die and the plant will grow new leaves suited for underwater growth.
if this isnt the case, the plant might just be going through a period of transplant shock and should settle down soon. In addition, the gravel you use has no nutrients in them. Sword plants are root feeders. So giving them liquid ferts wont be very helpful. You should consider using root tablets instead. and lastly, personally, if you are keeping just the sword plants, you dont need co2. they are quite hardy plants once settled and establish.
