Newb Planted Questions

Before i get to the questions, here are some basic specs of the tank.
Tank:200ltr
Lights: 4x21w T5
Co2: DIY
Substrate: Sand
Fish: Murray Cod
I want to grow Dwarf hair grass... ive bought some already, just need to seperate it and plant accordingly.
1. What do I need to do to get this growing like a weed?
2. Anyone got a clue about fertilising a semi planted tank with a sand substrate?
3. Given all of the above, what do I need to do to prevent algae becoming the main feature of the tank?
Feel free to add any other relevant info, I'm hopeless... Done some googling but its not all adding up at the moment.

My understanding is it needs pretty high light. If your new to planted tanks i recommend Dinosaur pee and Dinosaur Spit. Great value for what you get and pretty easy to dose (Dino pee is 1 drop per 20L a day and spit is 1 drop per 10L 3 times a week) Also the Mechanism that Dinosaur spit uses will help keep algae down, its actually an antibacterial (also algae doesnt like it) That breaks down over time into Organic carbons that your plants can use.

High light. High CO2. EI ferts.
Algae will grow but it will grow slowly once all of the above are balanced.
