Do you have access to another PC so you can take the HDD out and scan/fix on that? That would be my first option if it happened to me...

Any chance you had windows restore on? This site: http://malwaretips.c...ve-ukash-virus/ shows how to restore a previous version of windows from safe mode / command prompt if you can get to it.
