Newb Question If I Remove All Media (Noodles) From A Cycled Filter And Place Them In My New Filter (Fx5) Will It Instantly Cycle My New Tank? and be safe for fish

no not instanitly
you can either put half your exsisting tank water and your old filter in and it willl be close but it wont instanitly be cycled it will have ammonia spikes etc
depending on how hardy your fish are as well etc
this is just my experance as well other views might vary

the last tank i needed cycled, i took half the noodles/bioballs out of my running canister, and the other media i soaked in water i cleaned the used media in, filled half the tank with tank water and half fresh and i was able to put fish in it over the next 1-2 days no problems!

One of the best ways to seed a new tank is this:
Grab a standard "seeded" sponge filter from an established tank. Then "squeeze" all the crap/water etc. into the new tank. This will help provide "ready to go" bacteria in the new tank & new tank filter system/s.

All sponges and noodles will be transferred

If you find them to be excessively clogged/dirty make sure you rinse them in some of the existing tank water and not new water. Likewise when re/filling the tank make sure you use a dechlorinator as this will kill the bacteria. Good luck.
