Most heaters are only 2 pin, this means that there is no earth, therefore failure will not be detected by your RCD so it can actually be 'live' in the tank.
They do this so that the tank does not get electrocuted & you do not get a shock. If you put your hand in & are standing in a puddle in a concrete floor or touching a steel stand etc, then you will get zapped as you become the earth.

I was wondering why it could crack without electrocuting the fish, thanks for that.
As for what happened to me, I noticed bubbles all over the heater and went to brush them off and as I did so, the lights along with all the power went out.

Once I've got a proper income I don't think I'll be buying second hand heaters again any time soon.

Update:

I've been mucking around with it for the past 2 hours trying to get it ready to cycle my new four footer,
Problem is that it just won't seem to prime, I have gotten it to the point of sucking and spitting water like it should but it only worked for 3-4 seconds before getting rather loud.

So I turned it off, opened her up and added some more water to the canister to make sure that wasn't the problem. I shook it as much as I felt necessary (in other words; I stopped before the shaking turned into throwing it out the window).
I have gotten half a dozen mouthfuls of fish brew trying to get it primed...Nothing will work.

Any ideas as to what I should do?
