Hi Andrew

The 15mm inlet with be the slow point - your flow will always be limited to the smallest diameter area of pipe.

Are you able to bypass your inlet temporarily & see the flow rate straight from the 25mm? This will let you determine if it is the pump not pushing hard enough, or the inlet slowing the flow rate down.

Are you able to run both at the same time into a bucket at ground level - then at tank level - this will easily show you any difference in flow rate.
