Pond Water Parameters - Help! Perch Are Dying!

Hi guys,

My old man has a pond on his property down south and has it stocked with silver perch and marron.
Recently, the fish are starting to die so he gave me a water sample to test.

Results are (according to API test kit):

Ammonia: 0.25ppm
Nitrate and Nitrite: 0
PH: 8
GH: Super hard! ~20
KH: Very hard! ~12

I guess ideally the ammonia should read 0, but given that its only 1 colour from 0 on the API colour chart I'm not too sure if maybe it could be less than 0.25?

Do you guys think these parameters would have contributed to the fish death?

Failing that my money is on low oxygen levels in the pond.
And how do i go about testing this?
