I was aware that co2 needed to be purchased separately. (Maybe one of these guys will one day come up with the ultimate all-in-one planted aquarium unit that does contain co2?)
Anyways, at this stage I am leaning towards going with something like to following:
Tank - Juwel Rio
Lighting - 'High Lite' globes to increase lighting capacity and I think there is some sort of additional upgrade that can also be added for lighting.
Filtration - Remove the included Juwel filter and use Eheim External canister filter instead (or should I use both?)
co2 - Co2 injection (will probably purchase through LFS)
I know that the custom tank would probably be a cheaper option, and I could deck it out with all the ideal components. But I am yet to see one that looks like a really slick overall piece of furniture, like the Juwel aquariums do.
What do others see as the ideal overall display setup?

Thanks for your help Syd and Juls!!
I've taken all your advice on board and along with recommendations from my LFS this is the treatment I have gone with:
1. Removed all fish from the tank and treated with the Ichonex, Tri-Sulfa and an Antibiotic.
2. Removed all plants and rinsed with potassium permanganate.
3. 50% water change to tank, replaced all substrate with new. Replanted plants.
4. Checked all levels today (which were all good) then added the fish back to my main tank and retreated with Ichonex, Tri-Sulfa and Antibiotic.
I won't be adding any new fish to the tank until I am 100% sure everything is under control again. (probably at least 6 weeks)

Thanks for the advice Juls,
I will move the tetras out straight away. I've added a few images of what the tetras are looking like. Do you have any idea what sort of disease might be effecting them? Is there any treatment that I should add / perform to the tank?
