Dwarf Lotus????

Gday guys and girls is there someone with some plant knowledge that can tell me
A) if the below is in fact a dwarf lotus ( im only guessing as it looks like a lotus but doesn't grow higher than 40mm hence the reason im going with dwarf lol and
if there are any tips or tricks to propagating it. Iv tried a google search but the only "dwarf" ones that come up grow 10x bigger than this guy

Hey guys i just pulled out a heap of frogbit and giving it away free. I thought id post here first so i dont have to deal with the headache of gumnuts not showing up pickup is bertram not sure how long it will last in a bucket so pickup asap
