I dont know of a genuine freshwater puffer.
Found this written by Dave Wilson of Aquagreen written on the aquariumlife forum... this guy is the native fish authority. Its worth emailing Dave for natives as he works with a couple of licensed collectors and can ship to your door.

"Marilyna meraukensis (Oz native)
Merauke Toadfish
Kimberley WA to Cairns Qld
found in brackish to freshwater in tidal areas

Chelonodon patoca (Oz native)
Milk-spotted Toadfish
North Australia Kimberley to Cooktown
found in brackish to freshwater in tidal areas

The bottom two may live in hard alaline slightly brackish aquarium. They are found in the North of OZ. The others are not on the allowable import list. I remember seeing toadfish and travelly among the freshwater fish at the bridge over the Fitzroy River in WA between Broome and Derby in 1986, the puffers were quite large in full fresh.

Cheers
Dave"

Hope that helps.

caught north west blowies well over a meter long in the swan river :) but definitely still in salt water....

what about the pesky blowies you catch up river - they'd have to be almost fresh water :)
