EY and Mbamba would be a good choice for a 3 foot tank. Say 5 of each, niether fish gets large and EY's are not that aggressive or territorial.

took three C. moorii out to put them in a holding tank, so there is only 8 fish in there now

Umm have people forgotten that overstocking stops aggression problems? The only thing i can say is make sure your filtration is up to it.

So would keep large open water haps in a 3 foot tank???

Define large. You do realise it takes time for fish to grow out don't you.
