Will that be harmful to the fish?
I was planning on emptying the pond this weekend and moving the koi into a splash pool while i let the pond dry out scrub it down then probably paint the week after and move the fish back after that?
The pond is an L shape a little over 1m deep the whole way and probably about 4m one way and 3m the other

Not many products at all are going to stick and stay,,, unless the products are water proofing membranes or pond sealers.
Not to mention unknown toxicity.
I'm pretty certain that there are pond sealer paints similar to what your chasing.
Go to bunnings and if they don't have something like you want,,, write down all brand names of pond sealers and contact manufacturers and I'm sure you'll get steered in the right direction.

The crommelins pond sealer from bunnings is good stuff, just make sure you prep the surface properly. Pretty sure they do it in the colour your after too!

Actually,,,, many years ago at water garden world in Gwelup sold by the meter something like pond liner but it wasn't, it was actually like a sandy colored silicon matting with river gravel impregnated in it and was quite mouldable and bendable.
But I don't think it goes up the pond sides, just around the bottom.
Depending on the way the pond is built, it may or not be suited to possibly using a liner, (dont be scared, it's easy done if the circumstance allows).
Actual swimming pool liners are fine, and come in some pretty earthy colors.
It has a agent in the liner that stops algae growing on its surface.
It's fine for fish, but not fry, as fry developmental growth is effected,,,, though I thought its because maybe eggs of koi are getting layed on the liner surface which is a algae repeller, so it must be residual transference into egg.
But the liner is ok part comes from Allan Bennett,,, Aussie Koi, which has used it himself on his own show fish pond. (massive).
And I've see it, so it looked like it was fairly aged, so no negative impacts to that date, 10 years ago hah ha,,, his pond with koi are still all just the same I was told.
